"We will increase the price of every current Prime Exclusive Phone in the portfolio by $20", an Amazon spokeswoman said in an email. If Amazon made a lock-screen app and preloaded it, it would be allowed to show lock-screen ads again, but as it stands, the ads are made through the "Amazon offers" app, which would seem to be in violation of the Play Store rules.

Amazon has announced that, starting 7 February 2018, it will remove lock screen ads from its discounted Prime Exclusive Phone program. The retailer states that the change is meant to make the user experience better, by letting owners use the increasingly more prevalent fingerprint readers and unlocking features that bypass the lock screen. The same thing goes for speedy fingerprint sensors. They removed the lockscreen ads, making their devices far closer to the standard non-ad-filled Android experience available on all non-Amazon phones. In exchange, customers get a decent discount on Android phones from well-known manufacturers, provided you're a member of the $99/year Amazon Prime program. Amazon has confirmed that it's removing the lockscreen ads from Prime Exclusive Phone devices via a software update. The reason Amazon's done this is likely different from what you'd expect. Prime members will still enjoy a single sign-on experience, have access to pre-installed Amazon apps and services, take advantage of free unlimited photo storage through Prime Photos, and more. The company also touts the ability to personalize your screen as a motivating factor, although many would have argued that has been important from the outset. Essentially, it means that Amazon Prime members can now buy certain Android phones for a lower cost than nearly anywhere else, without the compromise of dealing with Amazon ads on their lock screens.
