Earlier on Monday, Congress leader Ghulam Nabi Azad had alleged that the Centre was trying to intimidate Opposition leaders by using Central Bureau of Investigation (CBI) and Enforcement Directorate (ED) against them. The lawmakers, he said, could meet Chairman Naidu in his chamber with their issues but no discussion will be allowed on the floor of the House. MPs from Congress, TMC, NCP, DMK, Samajwadi Party, CPM, CPI and AAP stayed away from the House when proceedings resumed at 3 pm after two adjournments during the day. As a first step we are writing to the Chairperson of the Rajya Sabha.

Mr Azad said that his speech was shown only for eight seconds and eight seconds were given for other leaders of the Opposition.

Kurien than adjourned the house for 10 minutes.

Mr. Naidu issued a statement in the evening saying no one should have any misgivings about his commitment.

While the opposition alleged that their voices were being muzzled, Naidu clearly stated that any issue can be taken up provided right procedure is followed.

Meanwhile, Rajya Sabha TV said it could not air live proceedings of the Upper House for some time due to a power failure in the optical cable fibre hub and that the reasons behind it were being looked into.

"We find this un-democratic and we'll also give this in writing to the RS chairman". All the political parties should be given proper coverage by the Rajya Sabha TV. What's the use then of having a Parliament,"SP's Naresh Agarwal told media later". Leaders of several Opposition parties were with him.

Reiterating his charge that part of his speech was "deliberately blacked out to silence the opposition voice", the TMC leader said "it is a super emergency situation in Parliament".

BSP leader Satish Chandra walked in at 2 p.m. into the Rajya Sabha. "When members and parties realise that they would ultimately be the losers of such disruptions and adjournments, they would talk to each other and enable better functioning of the House", he said. "No one today talks to me over phone because they say your phone is tapped", he claimed.
