Rescuers cut open the top of the bus to save the passengers trapped inside. Speaking to local media, passengers said the bus was going to fast before the crash.

The driver has been arrested on charges of causing death and grievous bodily harm by unsafe driving.

The bus was carrying a lot of passengers when it overturned on a highway in the suburbs.

The dead included 15 males and three females, police said.

She told reporters that an independent investigation led by a judge would carried out to establish what caused the crash.

The bus was traveling from a horse-racing track in the district of Sha Tin to Tai Po Center in Hong Kong's New Territories when it turned over, shearing off part of its roof, according to news media reports.

Godwin So Wai-kei, general manager of Kowloon Motor Bus Company Limited which the bus belonged to, said the company will offer 80,000 HK dollars (10,256 US dollars) as a condolence allowance for the families of each victim.

So said the driver was familiar with the route and had not been working overtime recently.

While Hong Kong has a well-developed and generally safe public transportation system, fatal bus crashes have persisted.

According to the representative, the driver showed no signs of fatigue.

The Hospital Authority said 19 people were in a serious condition.

The city's worst road traffic accident occurred in 2003 when a double-decker bus collided with a truck and plunged from a bridge, killing 21 people.
