On Thursday night, protesters blocked a major freeway then surrounded the arena where the NBA's Sacramento Kings were playing, keeping most fans out of the game.

After blocking traffic on the highway for hours, the demonstrators marched onto the state capital building and Golden I Center sports arena, where a professional basketball game was scheduled to take place. The game between the Sacramento Kings and Atlanta Hawks got underway about 20 minutes late as thousands of frustrated fans waited outside.

Protesters dispersed from the scene before 9 p.m.

The police killing of 22-year-old Stephon Clark brought a second day of angry protests to Sacramento on Friday.

Officers said they were in the area responding to a report that someone was breaking auto windows, but authorities later revealed the only item Clark had on him was a cell phone.

More than five minutes after the final shot was sacked and Clark's motionless body lay on the ground, the same female officer says, "Let's have the next unit just bring a non-lethal in case he's pretending".

Investigators are looking into whether the officers, who were searching the neighborhood for several minutes for a suspect, announced to Clark that they were police, Matthew said.

"Any peace officer who has reasonable cause to believe that the person to be arrested has committed a public offense may use reasonable force to effect the arrest, to prevent escape or to overcome resistance". "Stop! Stop!" an officer yells. Some protesters were seen surrounding a police vehicle and climbed on it, CNN affiliate KCRA reported. He said the city's first black police chief, Daniel Hahn, is doing what he can but protested the actions of Hahn's officers.

When backup arrives, one of the officers who fired says, "We can't see his left hand".

Outside the arena, protesters linked arms and chanted at fans, "Join us or go home!".

Bodycam footage shows Mr Clark (22) being pursued by officers as he enters his grandparents' back garden in the dark of night.

But he added that there are disturbing aspects to parts of the video that require investigation, including a snippet where one officer appears to confirm after the shooting that Clark had obeyed their commands to show his hands.

A total of 20 shots were fired. On the video, the officers can not be heard saying they are police.

The protests emerged after the department released video footage on Wednesday from police body cameras and a sheriff's helicopter. But, all they found on him was a cellphone. The suspect turned and advanced towards the officers while holding an object which was extended in front of him.

"He was right there dead", Sequita Thompson told the Sacramento Bee.

The tragedy is yet another example of "police using excessive force in the wrongful death of an unarmed black man", according to Crump. City Councilman Larry Carr decried the loss of life and said police must provide timely information.

The two officers involved in the shooting have not been named; both have been placed on paid administrative leave.
