"By recognizing in federal statute the difference between hemp and its illicit cousin, we can allow this industry to continue to flourish here in Kentucky", McConnell said. More than 200 growers and processors have joined the program's efforts to "build a body of knowledge on hemp agronomics that will lay a solid foundation for a thriving industry should hemp be removed from the federal government's list of controlled substances".

Now hemp can only been grown with a federal permit because it is classified as a controlled substance due to it's close relation to marijuana.

The plan, if passed, would put state Ag Commissioners in charge of regulatory oversight, open up markets across state lines allowing for shipment even if a pass-through state did not create an industrial hemp policy and make available federal research grants.

Let's be honest, Republican Mitch McConnell is much more interested in bringing gobs of pork spending to his home state of Kentucky than he is in cannabis freedom.

"In 2014, in getting the pilot project option in the farm bill, there was a lot of discussion about what is this". Is this the same as it's distant cousin? I think we've moved past that. In 2014, he backed a provision in that year's farm bill to allow for a hemp cultivation pilot program in his home state, and the following year he co-sponsored a hemp legalization bill introduced by Sens.
