In the meantime, officials are attempting to piece together the planning and motives of a suspect who was not previously on any law enforcement watch lists.
Witnesses say the driver was deliberately targeting pedestrians.
The proceedings began after Prime Minister Justin Trudeau addressed the attack outside of parliament in Ottawa, calling on all Canadians to stand united with Toronto. 10 people were taken to Sunnybrook hospital, 5 of them are in critical condition, 2 serious injuries and only one relatively stable.
- Minassian served in the Canadian Armed Forces a year ago, from August to October, a spokeswoman told CNN. He underwent basic training but did not perform well and failed to complete the process, requesting to be released after 16 days. And it's emerged that Minassian posted on Facebook in support of the "incel rebellion", a loose movement of men who blame their involuntary celibacy on women.
"All hail the Supreme Gentleman Elliot Rodger!" reads a Facebook page believed to be Minassian's.
Facebook issued a statement expressing condolences to Minassian's victims.
Rodger, who died from an apparent self-inflicted gunshot wound after the 2014 attack, left behind an extensive digital history, including a YouTube video in which he vowed a "day of retribution" against the women who had sexually rejected him.
The post on Minassian's Facebook account contained references to this online subculture. We will overthow all the Chads and Stacys! "Our hearts are will all of those affected". Fourteen people were also injured in the incident.
At the scene, at least three bodies could be seen under orange sheets and a long stretch of road was sealed off with police incident tape. The Washington Post could not ascertain the exact timing of the post - or whether it was published when the suspect had access to his account. Graham Gibson says he is prohibited from discussing a possible motive because suspect Alek Minassian has been charged in the case. Anne Marie D'Amico, 30, worked at Invesco, which is near the scene of Monday's incident. "He wasn't a social person, but from what I remember he was absolutely harmless", she told Reuters. "The events that happened on the street behind us are horrendous, but they do not appear to be connected in any way to national security based on the information at this time".
Why Minassian launched the attack remains unclear, but police Chief Mark Saunders indicated Monday night it "definitely appeared deliberate".

The attack shook the usually peaceful streets of Toronto, a multicultural city with a population of 2.8 million. "There are so many people lying down on the streets". He said the driver was traveling at an estimated 35 to 45 miles per hour. "Obviously, Canadians across the country are shocked and saddened by this attack".
"They are men who think that they aren't having sex that is basically owed to them by women", said Keegan Hankes, a senior intelligence analyst at the Southern Poverty Law Center, a group that tracks incidents of hate. In the first one, Sharif, a Somali refugee, is alleged to have rammed into a police officer who was at a police roadblock near a sports event.
Officers pushed pedestrians out of the van's path, performed CPR and attended to "mangled" victims, said McCormack. Last year, a French-Canadian man fatally shot six Muslim men during evening prayers at a mosque in Quebec City.
Throughout the day, tributes poured in from politicians at home and farther afield.
Bailey Gerrits, a Trudeau Scholar at Canada's Queen's University studying media coverage of domestic violence, said evidence indicated the attack was "rooted in misogyny".
