"The situation can not remain without a solution and the message that we are conveying to Myanmar, to refugees themselves, to the rest of the world, (is) that we are determined to find a solution to this crisis", al-Otaibi said.

The 15-member delegation co-led by Security Council President Gustavo Meza-Cuadra was joined by Rakhine state and central government officials and ministers heading to Maungdaw in northern Rakhine where the Myanmar government has built reception camps for the Rohingya refugees now living in camps and other temporary shelters in Bangladesh.

UN Security Council envoys began a four-day visit to Bangladesh and Burma on Saturday to see firsthand the aftermath of a Burmese military crackdown that Britain, the United States and others have denounced as ethnic cleansing of Rohingya Muslims.

Since then, Bangladesh has received almost 700,000 Rohingyas.

The UN has been denied access to Rakhine until now and the relationship between the organisation and Myanmar has been fraught because of the former's description of the violence as ethnic cleansing and genocide.

"The message we are conveying to Myanmar, to the refugees and to the rest of the world is that we are determined to find a solution of this crisis", Mansour Ayyad Al-Otaib, the permanent representative of Kuwait to the United Nations, told journalists at the Hazrat Shahjalal International Airport in Dhaka before living Bangladesh for Myanmar. They carried placards, some of which read "We want justice".

Bangladesh also fears an impact on the stability of the region and beyond, if the crisis continues.

In reply to a query about the role of China and Russian Federation in this regard, the UNSC team said that the two countries have no bar to work on it.

The Security Council has called for the safe return of the Rohingya and an end to the discrimination against them.

"We can not remain silent about it", he said, adding that the issue would remain at the top of the UN Security Council's agenda. "We hope the special envoy recently appointed by the United Nations secretary general will play his role and we'll see speedy implementation of the agreement signed between Bangladesh and Myanmar", Otaibi said.

"We want restoration of our citizenship under Rohingya ethnicity".

"We are here to learn more about the situation in order to see what we can do", he told reporters.

The state minister said the UNSC team agreed on broader issues, including the fact that the solution lies in Myanmar as problem is in Myanmar, but there has been no consensus yet on imposing sanction on Myanmar or stronger action against Myanmar. "It is going to be a disaster when the rains come", she said. "It needs time. Hopefully the agreements will be implemented", he said. "We're very much eager to go back to our land, provided our security is ensured by the UN", Mohammad told AFP. "And here, we will have to do our best to discuss this issue and find solutions in the Security Council", he also said.

The chairman of the Security Council said it is united on this issue and this visit was supported by all members of the body.

"So things are happening now and we will continue our discussion", he said, adding that this will remain a top priority once they return to NY.
