The form did not say exactly what the payment was for but Cohen has acknowledged paying porn star Stormy Daniels $130,000 just 11 days before the election to keep an alleged affair with Trump quiet.

There are accusations that the October 2016 payment to Daniels, whose real name is Stephanie Clifford, violated federal campaign finance laws because it was made to avoid bad publicity weeks before the presidential election.

Texts and emails sent by President Trump's fixer Michael Cohen show that his work on a Trump Tower Moscow deal continued at least through May 2016, well after January 2016 end-date Cohen previously claimed, Yahoo News reported Wednesday evening.

The acting director of the Office of Government Ethics, David Apol, has written to the Justice Department pointing out that he considers Trump's payment to Cohen to be a repayment on a loan.

Trump's filing states that the president was not required to disclose Cohen's expenses, but was doing so in the interest of transparency.

The investigation began last week after Michael Avenatti, an attorney for adult-film star Stormy Daniels, detailed transactions in which large firms with business interests before the US government transferred hundreds of thousands of dollars to Essential Consultants, a company controlled by Cohen.

Late Wednesday, the New Yorker published a story about an unnamed law enforcement official it said had leaked the report.

Mr Mueller is investigating possible collusion between Trump's 2016 presidential campaign and Russian Federation, something that Mr Trump has repeatedly denied. Attorneys for Cohen said this week they had no reason to believe Avenatti had the information lawfully. "Mr. Trump fully reimbursed Mr. Cohen", the disclosure report said. Some payments made to Cohen were marked as "bribery or gratuity" and "suspicious use of third-party transactors (straw-man)" by banks.

Giuliani revealed earlier this month Trump repaid Cohen for the $130,000 he spent as a part of a non-disclosure agreement in October 2016.

Later that week, the president said the newly hired Mr Giuliani needed time to "get his facts straight".

The financial form, however, did not explicitly say what the payments were for.

Meanwhile, Citizens for Responsibility and Ethics has filed a complaint against Trump. The second report that the official was unable to locate, which investigated a three-month period between June and September of 2017, found suspect transfers totalling more than two million dollars.

The disclosure shows millions in 2017 income from rents, licences, book and television royalties, company shares, hotel management fees and golf courses, with interests from India to Dubai.
