Forecasters at the National Weather Service in Mobile, Alabama, warned residents along coastal Alabama and MS as well as the Florida Panhandle to brace for heavy rain and high winds.

Florida, Alabama and MS declared states of emergency on Saturday with up to 15 inches (38 cm) of rain forecast over the Memorial Day weekend, as well as tidal surges and damaging winds, according to Patrick Burke of the weather service's Weather Prediction Center in College Park, Maryland.

The National Weather Service said Sunday that tropical storm warnings cover the entire Florida Gulf Coast and inland portions of the Florida Panhandle as well as parts of coastal Alabama. A high surf warning was in effect through 7 p.m. Tuesday local time.

A flash flood watch will be in effect for Myrtle Beach and surrounding areas starting Sunday night into Monday afternoon, according to the National Weather Service in Wilmington, North Carolina. A subtropical storm means the center of circulation is exposed and the rain and thunderstorms are pushed away from the center. We are surrounded by corridors of moisture and tropical downpours, however, so the improved weather is not expected to last. He said Alberto was likely to slow down as it meets land in Florida and Alabama, but heavy tropical showers are expected all across Florida.

"While Subtropical Storm Alberto is shifting eastward with a lessened impact on New Orleans, this is an important reminder that hurricane season begins June 1st", Cantrell said in a release. Gradual strengthening is forecast until the system reaches the northern Gulf Coast.

The Savannah River is expected to flood near Clyo, Georgia as early as Monday morning and the effects are forecast to be seen in Jasper and Hampton counties in SC, according to a news release from the City of Hardeeville.

Subtropical Storm Alberto was disrupting plans for Memorial Day barbecues and beach outings in Alabama, Florida and MS, as the storm continued churning north through the Gulf of Mexico on Sunday.

At 2 a.m. EDT Sunday, the National Hurricane Center in Miami said Alberto was about 380 miles (615 kilometers) south of Apalachicola, Florida, and moving north-northeast at 13 mph (20 kph).

A subtropical storm has a less defined and cooler center than a tropical storm, and its strongest winds are found farther from the center. A more destructive storm could develop over the next 48 hours. On Sunday there will likely be two areas where rain is more likely this afternoon in Central Alabama, with the earliest chance in Northwest Alabama and later in areas to the south and east.

Thousands of Florida residents evacuated homes on Sunday as the storm headed north through the Gulf of Mexico.

"The Memorial Day holiday won't be too awful".
