"The government is working as one to save lives after the quake that hit the region around Osaka city". Scattered fires broke out in buildings in the heavily urbanised area, and while authorities reported no damage to railways or major roads, parts of the network had been closed as a precaution.

Initially it was reported that the quake was of a 5.3 magnitude.

Most trains in the Osaka area were still not running by late afternoon, police said.

Japanese disaster authorities say two people have been found without vital signs and 41 others injured by an quake in western Japan.

A 9-year-old girl and a man in his 80s died when they were struck by collapsing walls after the magnitude-6.1 quake struck just before 8am local time, local media said. "There are fears that the risk of house collapses and landslides has increased in the areas shaken strongly", said Toshiyuki Matsumori of the country's meteorological agency.

One victim was a nine-year-old girl who was knocked down by a concrete wall at her elementary school as she walked by.

Hong Kong travel agents are reporting that all their customers in Osaka are safe after a deadly natural disaster struck Japan's second city on Monday during the height of rush hour.

All trains and subways across Osaka city were halted, and the bullet train that links Osaka to Tokyo was stopped. An 85-year-old man in nearby Ibaraki died after a bookcase fell on top of him at home, according to the disaster management agency. It toppled book shelves in homes and scattered goods on the floor of convenience stores and other shops.

The quake, measuring a magnitude 6.1, left a trail of destruction in its wake after striking the northern part of Osaka Prefecture during a Monday morning rush hour. More than 170,000 households in Osaka and neighboring Hyogo prefecture lost power temporarily but it was restored within two hours, the utility said.

Multiple small aftershocks followed the quake, prompting warnings from an official of Japan's meteorological agency to remain on guard. Mitsubishi Motors briefly shut down production at two plants in Kyoto and Shiga prefectures, while Daihatsu Motor Co, a subsidiary of Toyota Motor Corp, suspended operations at two plants in Osaka and Kyoto prefectures.

Shaking was felt well beyond the epicenter in Osaka, one of the largest metropolises.

In 1995, a 6.9 quake killed more than 6,000 people in Kobe, 30 kilometers to the west of Osaka.
