Home Minister Rajnath Singh on Monday said the draft National Register of Citizens for Assam is completely "impartial" and those whose names are not included should not panic as they will get an opportunity to prove their Indian citizenship.
People wait to check their names on the draft list at the National Register of Citizens (NRC) centre at a village in Nagaon district, Assam state, India, July 30, 2018.
Citizens left off the list will be able to appeal from August 30 to September 28, according to Sailesh, the registrar general of India, who goes by a single name.
State NRC Coordinator, while releasing the list in front of the media said that people who were not included in the list can make claims and objections, as reported by ANI.
"There were people who have Aadhar cards and passports but still their names are not in the draft list".
In 1983, scores of people were chased down and killed by machete-armed mobs intent on hounding out Muslim immigrants. "No genuine Indian citizen should have any fear", said Sailesh.
The draft presented by the officials had recognised 2,89,83,677 locals as the citizen of India.
In 2017, he was served notice by the Foreigners Tribunal - a quasi-judicial court set up to try cases of illegal migrants - to prove his citizenship.
"If the government has made a decision to brand us foreigners what can we do?"
If a person's name does not appear in the draft, he/she will have to apply in prescribed forms in their respective NRC Sew Kendras. More than 70 people died and a bunch of pleas reached the Supreme Court thereafter. As per the two statutes, the eligibility status would be ascertained based on the NRC, 1951, Electoral Rolls upto 1971 and in their absence the admissible documents upto 24th March (midnight) 1971. Some people may not have been able to submit necessary documents.
Hundreds of thousands of people fled to India during Bangladesh's war of independence from Pakistan in the early 1970s. Many Muslim residents angrily reject the charge of being illegal, saying that not only they, but their grandparents, were born in Assam and they know of no other place. Majority settled in Assam, which has a near-165-mile (270km) border with Bangladesh. Assam Accord was signed between the Centre and state government in 1985 that promised identification and deportation of illegal immigrants. "The allegation of the opposition against the government is baseless", Singh said.
According to the census, Assam's population rose by 50% between 1970 and 1979, a rise that has mainly come from the Bengali-speaking Muslim population across the border.
