A United States team said the election "fell short of what was needed", citing ZEC's lack of independence, the use of food, fertiliser and seed to buy votes and the ballot design which gave President Mnangagwa an inexplicably prominent position.

"There is no way that ZANU-PF will accept an MDC victory".

Mnangagwa, a former deputy president who fell out with Mugabe and then took over from him, has said his showing in the election was "extremely positive" while urging people to wait for official results.

"Deployment of troops reveals the uncomfortable truth that, eight months after Mugabe was ousted, the army remains the pre-eminent political force", said Piers Pigou, a Zimbabwe expert at the International Crisis Group think-tank.

Shots continued to be reported as crowds scatter. Inside the main gate, a water cannon mounted on a police vehicle blasted protesters who hurled rocks that bounced off its armored plating.

Members of the Movement for Democratic Change (MDC) party are claiming that the elections have been rigged. Gunfire was heard and an army helicopter flew in the skies above Harare, witnesses said.

"At this crucial time, I call on everyone to desist from provocative declarations and statements", he said on Twitter.

Another protester, Colbert Mugwenhi, said: "We had no weapons".

Supporters of Chamisa's MDC party have blocked streets and burned tyres.

The opposition alleged irregularities, saying results were not posted outside one-fifth of polling stations as required by law.

"The longer it lasts.the more a lack of credibility will arise in Zimbabwe", said Elmar Brok, a European Union lawmaker who heads the bloc's observer mission.

The MDC leader tweeted: "THANK YOU ZIMBABWE ..."

He said: "SADC tell me, what you observing, what are you observing?" We've more votes than ED [Emmerson Dambudzo].

This has been seen as a pivotal election for Zimbabwe, with citizens expressing hope for change after years of economic malaise and political oppression under Mugabe.

"The results are biased, trying to give the impression that ZANU has won", said Lawrence Maguranyi, 21, an MDC supporter and university student protesting at the party headquarters.

ZEC is mandated to declare the final results not later than August 4.

Vote counting began at polling stations across the country after polls closed Monday evening.

MDC supporters have ripped down a Mnangagwa billboard.

Protests are evolving as fires appear to have been deliberately started in Harare.
