Trump Administration Rolls Back Fuel Economy Standards For Cars

The new Trump administration proposal to freeze rules to build more fuel-efficient cars-and revoke California's long-standing right to set stronger standards for clean cars-would cost the American economy $457 billion by 2050, according to an analysis from the nonprofit Energy Innovation.

The Obama administration set the standards in 2012, calling for the average miles-per-gallon for cars to increase to 41.7 in 2020 models and to 54.5 in 2025 models.

President Donald Trump's proposal also undercuts California's authority to set its own stricter emissions rules for the state.

"Freezing or weakening these standards puts the health of our children, seniors, and all communities at risk, and increases the rising costs of climate change for our states", a joint statement said.

The 19 states, and Washington D.C., announced they would sue to halt the proposed rollback, touching off what will likely be a heated legal showdown, possibly making it to the Supreme Court.

Becerra said he was already preparing to sue the Trump administration and would be joined by 18 other state attorneys general, including Pennsylvania, Massachusetts, and NY.

The agency suggests keeping the Obama-era standards would add $2,340 to the cost of owning a new auto, "and impose more than $500 billion in societal costs" on the USA economy over the next 50 years. The standards, enacted in 2012, get stricter every year leading up to 2025. Bill Wehrum, an assistant EPA administrator, told reporters on Thursday that many things had changed, including a drop in fuel prices, since the efficiency rules were last set six years ago. "More realistic standards will promote a healthy economy by bringing newer, safer, cleaner and more fuel-efficient vehicles to USA roads and we look forward to receiving input from the public".

Easing requirements that cars be more fuel efficient should make them both cheaper and safer, getting vehicles with the latest safety developments in the hands of consumers, officials said. The company went on to say the "proposal includes a range of options, and we will carefully evaluate how each aligns with FCA's goals of continuous improvement in vehicle efficiency". The rule says there would not be an increase in smog, but the Union of Concerned Scientists said the amount of additional pollution would be equivalent to greenhouse gas emissions from 43 coal-fired power plants.

Former Gov. Arnold Schwarzenegger, a Republican, was just as critical. "We have been steadily increasing the standards... for nearly a decade", said EPA Assistant Administrator Bill Wehrum on a call with reporters Thursday.

Representatives of the US auto industry praised the administration's proposal, even as some automakers privately have expressed unease at the prospect of abrupt changes in fuel standards and having to meet different standards in different states.

"This has to be absolutely one of the most harmful and dumbest actions that the EPA has taken", said Healey of MA, one of the attorneys general from 19 states and the District of Columbia objecting to the change.

The administration must gather feedback on the proposal before it is finalized, a process that could take months and that could be further delayed by lawsuits.
