North Korea said it has halted nuclear and missile tests and dismantled its nuclear test site as practical steps toward denuclearization, but it lashed out at the USA for unilaterally demanding North Korea denuclearize first.
However, the State Department's latest comments on communication between the U.S. and North Korea come amid rising concerns the denuclearization process has slowed to a snail's pace since the North Korea-U.S. summit in June.
The two sides vowed to work towards North Korea's denuclearisation at the summit, but have since struggled to reach a deal to meet that goal, with the United States insisting sanctions pressure must be maintained.

"As long as the US denies even the basic decorum for its dialogue partner and clings to the outdated acting script which the previous administrations have all tried and failed, one can not expect any progress in the implementation of the DPRK-US joint statement, including the denuclearisation", it said.
The report said: "North Korea has not stopped its nuclear and missile programs and continued to defy Security Council resolutions".
USA officials, according to North Korea, "are making baseless allegations against us and making desperate attempts at intensifying the worldwide sanctions", against what they believe to be Trump's intentions to better relations between the two countries.
Pyongyang's Foreign Minister Ri Yong-ho is now on a visit to Iran where President Hassan Rouhani warned the United States could not be trusted after Tehran's experience of having the Trump administration tear up an Obama-era deal to ease sanctions.
"We're going to continue to apply maximum pressure to North Korea until they denuclearize, just as we are to Iran".
The newspaper added that it is "abnormal" to see distrust and animosity going on between the North and the U.S. even now, saying that it is time to take action toward declaring an end to the war.
Washington has said that sanctions will not be lifted until Pyongyang fully and finally dismantles its nuclear weapons.
